Rukia knew Lilly had not been at the town meeting, although she wasn't sure if that was because Lilly wasn't interested in that sort of thing or because she hadn't been in the park at the time.

"There was a town meeting a month or so back" -- or so Rukia estimated anyway; keeping track of time in this place was difficult -- "and we were voting on whether or not we should have a police force.
